GOV § 11346.1(a)(2) requires that, at least five working days prior to submission of the proposed emergency action to OAL, the adopting agency provide a notice of the proposed emergency action with the agency. After submission of the proposed emergency to the OAL, OAL will allow interested persons five calendar days to submit comments on the proposed emergency regulations as set forth in GOV 11349.6.
If you wish to comment on the adopted emergency regulations, you must submit the comment directly to the Office of Administrative Law (hereafter “OAL”) within five (5) calendar days of OAL’s posting of the proposed emergency regulations on the OAL website. You may submit comments on the adopted emergency regulations to:

OAL will accept all comments submitted by the specified deadline.
